I would assume that in order to go through all of that, there would be an intention to use them at some point.

There was a rumor that H&MM had embryos frozen at a clinic in Canada right after they were engaged (or maybe just before they were engaged - can't remember). Supposedly, H&MM made trips to Canada just prior to their pregnancy announcement (Archie).

There are so many strange things with MMs pregnancy with Archie and the way they handled the announcement of the delivery/birth that the surrogacy rumors are not necessarily unfounded. Then, H's description of Archie's birth is just plain weird.
