Maybe just say fuck it and give everyone a US govt email address. Create scanning centers where you can scan paper messages and send them digitally with end to end encryption.

Create printing for a fee at these same scanning centers. You don't have to print anything though because it's all digital and on every device you want.

Then for parcels, USPS could get out of the last mile and just set up distribution centers. No more post offices or home delivery. Let private companies and gig economy people handle the last mile. Let people also come to the distribution centers if they want, to pick up their own packages.

We could cut 90% of the cost and only privatize the last mile, and only for people who want that.
