They can't hold a survey which would allow players to still voice their opinion but it won't be taken in stone and potential ruin the best interest of the game.

Polls are superior to surveys, more transparent, more regular and more decisive. And Jagex routinely ruins the 'best interest of the game'. So doing away with polls does not solve that problem. In some cases, certain J Mods (Timbo, Ramen) are shockingly out of touch with players, and often make false assumptions about what players want. Polls are a great way to redress that.

Just because you are able to vote on a significant change doesn't mean you have all the necessary resources and information about each option.

Neither does Jagex. And Jagex often has less-informed views on subjects than players. And I have yet to see a poll where where players lacked necessary information/resources to make a good informed judgment. Most polls aren't about esoteric issues, but issues that normally affect players, so they have first-hand knowledge of the topic. You seem to be relying on abstract anti-democratic arguments that aren't applicable to RS.
