The RS artists are pretty fucking talented mate. Have you ever looked at some of their concept arts, or even their private portfolios? I mean shit even the modellers are fantastic artists. Most of the reason why it looks like it does is a combination of factors. Trust me, the side of RS development that involves how things look doesn't hold the lion's share of the blame here for looking like it still came out of a 2000's era browser game.
