He's not wrong. The "war on terror" has caused chaos in the Middle East and increased terrorism. He's not saying ISIS don't deserve blame -- he's saying it's a given that they do.

I don't have access to the full text of the article, because you have to register to read the whole thing, but given that they quote him out of context, it just seems like a hit piece.
