She's right and she's wrong. NATO agrees to defend a NATO ally and can also vote to engage in military operations in a non-NATO allied country. The latter has been done before.

In this case, NATO has stated it will not engage with Russia in Ukraine. Biden has confirmed this. The military buildup surrounding Ukraine is there to protect NATO-allied neighbors of Ukraine. It's also a show of force to get Russia to back down.

Here's the problem: NATO and individual countries attacking Russia in Ukraine could start a global war. Putin has threatened to use nuclear weapons if NATO and allied countries attack him in Ukraine. China and other Russian allies would support Russia, and so on.

tldr: In this situation, America and NATO can't rush in to fight Russia and save Ukraine, because we could all get nuked. It's complicated.
