Noor is the Minneapolis police officer who is serving time in prison for murdering Justine Damon in S. Minneapolis shooting her while he was seated in his patrol car. The newspaper published an article on June, 15 2018 about the Minneapolis PD somehow has power over EMS emergency medical services having paramedics subdue dozens of people with ketamine!
