As you are Chinese perhaps you could answer this question, if I'm not mistaken (Which I very much could be so please correct me if I'm wrong, this is just something I've read a while back) when you try to create a League of Legends account in China you need to register your social security number to link it with your account and if you get banned for any reason this will be permanently added to your record so whenever you attempt to create a new account (if it's even possible to own multiple accounts, not sure) you will have that record deciding whether or not you are able to complete the account creation.

Perhaps this could be a valid solution to the cheater problem? I've never personally seen any cheaters in League of Legends and it's one of the biggest online games in the world, but I'm not Chinese nor have ever played on a Chinese server so I don't know how the game is there. What do you think about this alternative? Are there any reasons, legally or what ever kind, that would make this alternative impossible to actually implement?
