He was walking along the side of the street. Stopped, and turned to face them while recording. At no point did he approach them. They approached him.
And they didn't just approach him. Batshit crazy lady CHARGED after him like he was murdering her firstborn right in front of her, screaming bloody murder at the top of her lungs about him recording her. She is CLEARLY and undeniably absolutely crazy. When a crazy person charges me, you bet I'd back the fuck up.

Yes, he's a bit of a twat for recording their argument to begin with. I wouldn't do that, but I'm not that guy I don't know his logic for doing it. All I know is what's in the video, and what he was recorded as telling the cops.
If these people hadn't charged him and kept yelling at each other until the cops showed up, and if the cops didn't do anything to antagonize HIM, then this video sure as fuck wouldn't have gone up on youtube. Yes, he seems to be after action and confrontation with the cops. But if everybody involved (besides him) was a rational human being, the video wouldn't be up on youtube. But it is, because they tried to kill him for ruining their lives by daring to record an argument they were having in public.
How exactly is this more his fault than theirs?
