Officers aboard the USS Eisenhower can have affairs, but enlisted will have the book thrown at them.

He was held accountable, you just don’t like his punishment. Two things to remember: 1. The law doesn’t permit sentence equality between officers and enlisted, so you can’t directly compare the two. (For example, an officer by law cannot be reduced in rank.) 2. An NJP - especially with a punitive letter - is a career killer for an officer, as a general proposition. Not only will it end any possibility of promotion, just like your wife, here it will result in his separation. The officer’s NJP will be reported to PERS and he will be required to show cause for retention in the Navy. So no, he won’t be moving on and up. He will be separated. It may take a few months, but it will happen.
