I feel like it comes down to horrible environmental events and charactera. When was the last time you ever saw a survivor helping someone in the streets? Probably never. >! The first time you meet the survivors they straight up try to kill you and again shortly after by locking the gate on you. The leaders are also super unlikable like really who the hell thought putting Barny in charge was a good idea. Introducing Frank as a alcoholic scumbag was also a bad idea. The first time you meet the PK you see them helping someone and when you're captured they don't try to kill you and even let you go. The only bad person I encountered was Jack who burned the eyes of that herb mixer.<! They should've gone with what they showed in E3 which depicted the PK being ruthless AF.
