I thought she just meant the long term plan, which she pretty much spelled out for them: Team up with one of the major players, so the newly organized heroes can't pick them off without meaningful resistance. They continue talking about what the logical part is supposed to be and come to this:

So either an alliance with the Anti-Capes, or - less hinted at - an alliance with another major player Sidepiece finds sketchy (and the Anti-Capes only being means to that end).
