Yet, that's not what he was asking. In my mind he was basically asking, "Help me explain to my loved one, who does not think this is a big deal, why quarantine is a big deal and could have major impacts on our family."

So... can you help out? Or not? How is the government actually enforcing this stuff? Sounds like video calls, pretty strong reason to quarantine. Pretty sure that's all OP needed to know.
