Ok, I'm not sure exactly what you're trying to explain but here's how your skills work:

-Each skill is tied to an ability score. For example, Stealth is tied to Dexterity and Deception to is tied to Charisma. (It can get a bit more complicated but that's an edge case you don't normally have to worry about).

-Each ability score has a modifier. So at 14 Dex, your modifier for that skill is +2.

If you're not following me so far, stop reading this comment and go read the player's handbook instead.

-If you're proficient in a skill, you also get to add your proficiency bonus. It depends on your level, but at lvl 1 it's +2.

-Add those both together to get your total skill bonus. So let's say you have +2 dex, and you're proficient in stealth at lvl 1. 2 + 2 = 4, so that's how much you add to stealth rolls.

There ARE exceptions for this. But they don't apply to everyone. So please tell us what your character's race, class, and level are, and what your ability scores are.
