Does anyone know how ownership work with region switching on the eshop?

From what I've read, there are two ways of buying games on the eshop from other regions. Changing your primary account region, or creating secondary accounts for each region.

Does anyone know how ownership of titles you buy in other regions works? For instance, if you buy a game in another region's eshop by switching the region of your primary account and then switching the region back after having made the purchase, can you redownload the title you've purchased in that other region from your primary region's eshop without switching your account back to the region you purchased it from? Is the game now "attached" to your account in all regions?

Similarly, if you create secondary accounts for multiple regions, does that mean you now need to keep track of all those accounts if you ever need to transfer your data to a new system in order to redownload your games?

I tried posting this as it's own thread because I think it would be something that would be helpful to others to find out as well, as there doesn't seem to be a lot of information out there on this, but for some reason it just seems to be removed whenever I post it. :/
