Komamura and Tosen's Bankai are in two separate tiers. Mask Tosen (who by feats and statement is much above Bankai Tosen from SS arc) was got his arm mangled casually by the backhand of Komamura's Bankai. He didn't even have to use the blade to render the arm useless if not for high speed regen.

For example: Shikai Toshiro in Arrancar Arc is weaker than Base Yammy. Bankai Toshiro would casually defeat Released Nnoitra.
