Is it right that my therapist did this?

I’m in the Midwest in the US. I’m a therapist. I was sent a cease and desist letter from the substance use governing body of my state saying I couldn’t treat substance use disorders without being licensed by the state. Not clinically licensed. I have that as well as specialties in substance use. A treatment/business license bc the therapy license wasn’t enough according to them and I am supposed to refer out. I hired a lawyer, bc I won’t be referring out if my trauma client happens to drink. Just thought I’d add an additional perspective. On the flip side- ups therapist may not know how to handle substance use even if it’s just recreational.
