Seasonal or Student

I'm in a similar situation, my contract ended naturally yesterday and I have the $5000 and 14-day qualifiers. I've been reading through the act and going over my copy of the Income Tax Act/ freshening up my class notes to try to figure this one out - because it's (purposefully) quite vague. Where I'm at now with this:

  • given the context of (a) the pith of the bill, and; (b) the lenient interpretation by the CRA - weare captured within the scope and qualify for CERB. It does not define "stopped work because of covid", and it appears to have done so with purpose. As a contracted worker (who has met the other criteria) and who reasonably expected to continue to earn income after the conclusion of their current contract, I would argue that I (we) have stopped working/ earning more than $1000 a month in income, due to reasons related to COVID-19.

If you're as risk-averse as I am, you'll now be asking "but what if I'm not, I apply for it, and the CRA comes at me in the 2021 tax season?" My current stance is that given the above (lack of clarity, pith and substance of bill, the context of the application, etc etc) and a continued lack of clarity on qualifying** factors mirrored by mandatory uncontested attestations, they can't do anything. The CRA will likely only go after people who didn't meet a substantial number of the mandatory criteria i.e. people who end up reporting way more income than $1000/month or had no income in the 12 proceedings months etc.
