Because right now nobody dies while millions of idiots drive. Now we taking about allowing a handful (thousands) of self driving cars to rack up miles to get enough data. Sure maybe accident rate is higher per car (right now) but not in total death toll. If you care about death toll by your logic we should all be walking.
