That woman has schizophrenia. She thinks all city employees are stalking her. She thinks people who cough near her are doing so in order to let her know that her vagina smells bad. She thinks that the spray paint markings for water and sewer, or to mark scenes of accidents on roads or curbs, are threats and messages left by people who are actively trying to kill her. She thinks billboards are put up just to threaten her or send her negative messages. She believes that Ben Affleck is in love with her and is stalking her.
