Guy thought it'd be fun to steal every electric scooter in the city that was accessible to everyone

Having hundreds of scooters haphazardly littered about the streets is not the correct answer to “I would be inconvenienced maintaining my own equipment

Exactly what part of Washington DC are in that you experience this?

Because here in DC, every scooter app forces a pic at the end of the rental. If the rental is not properly docked and locked at a designated rack, the user is fined.

The norm here in DC is that the scooters and bikes are racked properly more often than not.

So....please tell me where you are observng this in Washington DC where I am. Because I am not observing the same thing anwhere near L'Enfant Metro, and The Wharf.
