Well that's exactly what it looks like. If I give the Americans this much benefit of doubt, I might as well be denying all war crimes of history.

Apart from that, people were charged with crimes for all of those you listed. Not all got a conviction (Mahmudiyah definitely did) but the justice system isn’t always perfect.
