I'm no expert, but I'd say so yes, but it depends how you see it.

Some are like that and never reach out first, even though they are just as interested as you. This is in my point of view unfortunate, as both should try and make it work if they are interested. It is however usually expected by many women that men advance. Personally I don't want a partner that makes me do all the work, so I find myself in that situation then I reconsider how much I want them after all. If I stop making contact and they never contact back after having been the only one to do so, then I just assume they don't want me after all, even though they might still might secretly do.

In conclusion, it's not necessarily bad, but I think it says something about the person if they act this way and would rather find someone else, or they are simply not interested. So you limit yourself to less people, but the ones you leave out are more childish and egocentric IMO.
