Sasuke lives in a universe where people grow up as child soldiers and mercenaries and kill each other on a daily basis, what exactly do you consider safe? Being a mediocre/fairly weak soldier?

You're he right, he could not have tortured Sasuke, Sasuke could have grown up in the village and may not have seeked out revenge.

Which means he would have never gotten MS, EMS, or the Rinnegan.

He also would have probably also been assassinated by Danzo who was waiting out his time to finish off the clan once and for all.

You're 100% right, letting Sasuke live his life with a ceiling cap that made him significantly weaker than his peers would have been completely possible.

Itachi didn't want that for his brother so he went another route.
