The 311 app is helpful with this - you can have it find your location so wherever you are standing (or fell to the ground) you can find easily, choose the issue (Sidewalk Snow/Ice) and quickly submit a report/request. You can also choose to report anonymously so that your name is hidden if the property owner happens to look at the issue map. I've had to report my own apartment building because the property management company was doing a very half-assed job for the first part of the winter.
