That has less than nothing to do with what records an entity may keep of its own activity under US law.

One moron tries to set his shoes on fire, and now millions of people are forced to take their shoes off every time they board a plane. Or for another example, "bath salts" and "research chemicals". Anyone who thinks they can openly flout the law is going to have a bad time when legislation catches up. For that matter, what makes you think the vpns haven't already been backdoored, subverted, or converted into honeypots?
