First, I would message your local supporter's group, the official one for Bucharest is : https://www.facebook.com/LiverpoolFcRomania/They should be able to provide advice and maybe some contacts in Liverpool who have season tickets or tickets available. 

If you don't mind spending extra, you could also book through Thomas Cook, guaranteeing yourself and your friend a ticket and accommodation : https://www.thomascooksport.com/event/Liverpool-FC-v-West-Bromwich-Albion/12135 

Another possibility is to get a light membership : http://www.liverpoolfc.com/membership/adult If you and Barry both buy memberships, the category is "light" if you just want to use it for ticket sales ,you can link up your memberships when you go to buy tickets and you'll be able to get seats together. Be on the site the second the members sale starts ( Tickets will be available online to all Members from 8.15am Tuesday 11 October ) This is not guaranteed as the tickets sell out very fast. If you go for this option, I can provide some advice on how to navigate the site.
