It isn't completely correct. But does have a strand of truth. The human eye doesn't see the world in frames, rather a constant stream of information. However, the more visual information the brain has to process, the more strain is put on it. If the changes in the visual environment are shifting too fast, and discern subconsciously that the object being seen is in motion, it will add what is called motion blur to fill in processing gaps and thereby elleviate stress on the brain.

The brain can actually pick out the difference of a single frame among over a thousand in a second, if the other frames are identical to each other. But if there is a difference within each of thousand, then that starts to become an issue.

The problem being because the screen on which the frames are displayed does not move, the brain does not process the changing frames as if it were an object in motion. As such, it never will apply motion blur. And the brain will continue to try to process every individual frame. As a result, if the frames are high enough, short periods can cause headaches or even falling unconscious from from visual overstimulation.

Because of that, many games designed to be played at higher than 60FPS incorporate motion blur the game itself visually generates.
