Turns out there is a damn good chance that Lance Armstrong was an ebike mechanical doper.

The UCI is currently using specialized software in tablets that are equipped to detect differences in density and magnetism. Along with the weighing of bicycles, hands on inspections and bicycle certification that the UCI employs, it's really a bit tin foil hat to think they're not interested in preventing mechanical doping.

Whether they're doing enough or not is debatable. However, Femke van den Driessche's bicycle was discovered using their detection system without even needing to look down the seat tube.

Really, only a magnet-less motor would escape that particular detection method.

Stephano has actually provided no evidence that he can produce a drive to escape this detection system, let alone back up his claim that people are doing it, unable to pin down a single rider, and one solid case has been found so far.

Even though mechanical doping is a real concern, Stephano has been making unproven claims, pointing fingers at riders without solid evidence and embellishing details in order to get attention. Unfortunately, even if he's an expert in the field, his methodology has pretty much alienated him from working with the UCI, so it's not much surprise they're not listening to him.
