I can't believe that I forgot about him. To be perfectly honest with you, though, Rand Paul is worse than being all bark and no bite. He's both dumb and crazy. For instance, in December 2014, he issued a declaration of war on ISIS with the intentions of (a) "stopping" the group and more saliently (b) trying to effectively repeal the War Power Resolution in order to restore the jurisdiction to declare war to the legislative branch of government while also restoring the jurisdiction of the executive branch of government to wage war. This was completely idiotic. By sheer consequence of international law, the declaring party recognizes the declared party as an independent and sovereign country. This precedent was established and implemented by both of the Hague Conventions of 1899 and 1907.
