Actually, I'll bet money that's what it is. I have owned, rescued and rehabilitated my fair share of dragons, at one point having 22 rescues at once. Also I'm a 5th year pre-vet animal science major looking to become an exotics veterinarian. I think I might know a little about their behavior. First, they don't do this unless, like the most famous dragon-running-on-two-legs gif , they're running for their life. Secondly, they don't just stand up to start running away. The propulsion of the back legs is what forces them up. This dragon didn't even have good footing when he started going up, and just seemed to... Rise up. The angle was all wrong, vertical from start to finish. And the most damning evidence is that he appears to be dragged toward the end of the gif. Also, the tail would not be so relaxed if he was tense enough to become bipedal. The elbows up he way they are should also be considered, although they would look a lot like that if they were legitimately running on two legs anyway.
