[UPDATE] How do I (29M) talk to one of my co-workers (59M) about him talking too much?

I think everyone has a moral obligation to help the people around them. Especially family and coworkers. You can't just say, "that" crazy fucker "Tom" drank 2 gallons of Gatorade, cried, and puked in the petunias. I'm so glad we got rid of him. Better he suffers out of sight." Then it festers, and who knows what might happen if the man's only anchor of sanity (most likely being work and family) deteriorates. What then? Another man on the news at 10 took a bath with a toaster. People tend to think that they don't owe anyone anything. That there is this bottom line. That every misfortune a person might endure is his own fault and of his own making. As an American this is common place. Performe or die. Be useful or be astrasized. It's sad. His story reminds me of my own experiences. How petty a reason to send someone over the edge and possibly into oblivion.
