Monica did very clearly state multiple times leading up to the finale “You need to take the hex down” “if Wanda is the problem she has to be our solution” - at no point did she ever condone the hex. She just offered Wanda something Hayward was never going to give her, and that many people before hadn’t, which was the belief that an Avenger wasn’t willingly causing others pain and needed to be killed for it. That it was more complex than that.

I took it as Monica saying, in her own way “I know that people hate you and are afraid of you yet again, but you’ve set this right, you’ve still made a sacrifice” as a way to alleviate yet again the fear and hatred that is continually projected on Wanda ever since she was discovered by Hydra. It’s a nuanced and needed take for Wanda.
