Getting shot at is a potential side effect of joining the police academy, shooting out of fear as an officer should land you in prison as well as a permanent ban from being LEO or owning weapons in the future. Its a fucking joke for cops to be able to use that as an excuse, why do they get to expect civilians to stay calm with 10 guns aimed at them, when they arent even required (and are typically unable) to stay calm as the ones with the guns?
