A well captured photo of lightning struck the Eiffel Tower

You are completely mistaken.

The lightning bolt is in front of the tower, and enters the superstructure. You can see it crossing frame pieces at the top. The pig iron the tower is made of is a better conductor than air, but the joints are rusted, and iron oxide is a terrible conductor. This demonstrates that the lightning arrestor system on the Eiffel Tower is actually ineffective, as the lighting bolt is not absorbed by the superstructure, and is not attracted to the top of the tower. The lightning bolt doesn't find a clear path through the structure to ground, so it continues through the air inside the structure, which creates an incredibly hazardous condition. Because there is no clear path to ground, this could eventually lead a bolt to striking the occupied decks. This... could kill a lot of people.
