No, of course not. A violent criminal act, such as rape, is not equivalent in any way to the false accusation of rape. One is aggressions sexual assault, the other is lying.

There is no moral or harm equivalence between the two.

That said, false accusation of rape - particularly in the internet age - carries with it far more harm than false accusation of most other crimes (theft, vandalism, etc.) and the punishment should reflect the nature of this extended harm.

Also, keep in mind that rape and sexual assault (controlling for false accusation) in the US have extremely low conviction rates. So, one must distinguish between the “intended punishment” and the “de facto punishment” meted out by the justice system.
