What is the cartel’s end game? What is the government’s end game? Where is Mexico headed and what can be done to stop this?

The only possible solution is paradoxically impossible:the IRON FIST of socialism and communism.

I believe only a strong, competent, centralized and in a sense totalitarian government and ideology can uproot the narco-cartels for good. Cartels grows unchecked because the government is way way too weak and tolerant. The fact that police officers and military personnels in Mexico are constantly ambushed, massacred but goes unanswered is to me simply unfathomable.

I grow up and live in China, where nowadays guns and drugs are in a sense off-limits. Any involvement into narco-trafficking is deemed direct violation of CCP's basic stable-maintaining policy. I'm not saying there ain't no nacro-related organizations in China, just they have to stay permanently underground if they wish to survive at all.

Another thing is, in most parts of China, it is technically 24/7 safe. I can dance naked at 3:00 am at any corner in the city I live without worrying being robbed or raped or assauted. Probably because criminal activities in China are considered not a priori as violation of laws but as direct challenge to the law enforcement agencies and violation of the stable-maintaining state policy and will be swiftly met head-on.

What Mexico needs is not what its government can do but another kind of government/political entity that pulvarizes the very soil on which cartels can grow and survive. But that is definitely not going to happen. You guys all know why.
