"Your buddy" needs to call the courthouses in those counties. The speeding ticket one will be easy, he'll likely just have to pay it, but skipping out on court in California is a bigger problem.

Where does "your buddy" live now? My recommendation would be to have "him" call a lawyer in California to see what he needs to do to clear that up. It could be as simple as another monetary fine, it could be as complex as requiring "your buddy" to travel back into California, turn "himself" back in for arrest, spend the afternoon in jail again, and get a new court date. Looks like the punishments for stealing <$950 in California is a fine and up to 6 months in jail, but a first offender would likely have just gotten probation. Since he ran away, the judge could take that into consideration, but he could also cancel it out with turning himself back in.

No way to tell.
