If Congress had adapted their standards to more modern standards then it would have targeted other regions that weren’t the point of the VRA.

While Roberts is a Partisan hack, it’s undeniable that black voting registration rates are higher in the South than anywhere else in the country. There’s clearly issues when looking forward to maintaining these numbers for just registration, let alone providing proper polls and providing a barrier to voter ID laws for votes, but the section 4 provisions were clearly outdated.
