S rank alchemists, Wisemen and Homunculi are generally on the top as far as power goes. The first ones are people of the highest current rank alchemists had achieved and basically the peak achievement of power development programs across the world. On the other hand Wisemen are alchemists able to enter a transcendent state that greatly increases the depth and breadth of their powers at cost of temporarily losing ability to communicate with others. Another risk that said state carries is possibility of turning into a Homunculus - an eldritch homicidal Kaiju with appearance of malformed fetuses and an alien aura that glitches reality around them.
