I wish Bioware had done what Bethesda did and allowed mods on the console versions of the legendary edition

You missed the point I was making entirely.

I said that Bioware does acknowledge the modding community, and had done so many times already. Legally, the mods themselves don't exist. Unlike ES where it's specifically accounted for in the EULA, everything developed under ME modding has been entirely third party, even the toolset itself. EA has let it continue even during ME3's release (multiplayer) because it wasn't affecting their bottom line.

The real reason for no mods on console is because to have it multiplatform, you have to have a platform that everyone can draw from that's not only curated but highly monitored. Something that will have restrictions and regulations most likely by both Sony and Microsoft about what they will allow on their respective platforms.

No it's not impossible, but it's extremely unlikely. Too many variables that have to be accounted for.
