You said "tether passenger starships in pairs," which means at least two passenger Starships. You continued with "and have all the accompanying cargo fleet (10+ ships) just kind of chill nearby for the entire journey," which means that none of them are tethered to the passenger Starships.

You may not have meant to say it, but you definitely said it, sport. :P
