Zoom Sensitivity varies between people, normally between either 1.0 or 0.8 although there are people that use other values.

Raw input is off by default last I checked, but should be set to 1 since it bypasses any of the inherent acceleration that is present with windows.

Some people change windows sens but its rare and best not to. Likewise for mouse Hz - its normally best to have it at the 1000 Hz but sometimes it can cause issues so it gets changed. I think most people leave it on their mice's default.

And mouse accel is just a preference that some people like and some people don't although, its pretty rare for CS since its usually unnecessary and people advised not to use it.
