About to buy my first bike, how does this look?

Looks like a fine bike. Price is ok, doesn't appear to have been dropped and provided it runs, rolls, stops and goes through the gears there's very little likely to go wrong with a cruiser in less than 5k miles. If you're in Atlanta one of the best shops in the southeast is Marietta Motorsports.

Generally with a bike like this (13 years old) when buying you'll want a fresh set of tires if the ones on it are old--5 years is an acceptable lifespan, you'll want to get the brakes bled and fluids/pads changed, you'll want a new battery--ideally gel or dry-cell. If you plan to go long haul, you'll want to get luggage--bags that mount to the sides of the rear tire/fender and hold your stuff. You'll also want to have a windscreen and some aux lighting--the best thing you can do for a touring bike is add more lighting.

You'll need to budget at least $500 for your gear. Boots, full-face helmet, good gloves that will save your hands in a crash, an armored jacket and riding pants or kevlar jeans.

Planning on going cross country is fine, but it's something best worked up towards. That region has some fantastic motorcycling roads and if you can ride them without killing yourself or others the rest of the country is pretty tame until you get to the extremes in the rockies.
