NTA - You tried being an adult and it didn't work. I'm not sure why anyone thinks you should clean/replace the shoes for her. That's not your responsibility.

That being said being passive aggressive never works. If she was self aware enough to learn the intended lesson from your stunt, she would have done something about her shoe situation when you first asked. All this will do is make her vilify/resent you, and things will likely just get worse.

Having a roommate is difficult and usually, in these kinds of situations, the best thing to do is just to suck it up while you find alternative living arrangements. A bad match will always be a bad match. No point living with someone who doesn't care about your needs.
