Am I allowed to send a letter like this in the mail along with a cashiers check to pay an HOA fee? (Will post further details in comments)

We had no information (other than how much the HOA fee is, the name of it, and that it is paid annually) or no knowledge of how to pay the fee at first until a letter came in the mail addressed to previous owners. We now know that checks must be sent through the mail to pay the fee but I’m not comfortable with sending checks through the mail unless it is a cashier’s check. And they sent another letter to previous owners and we do not want to open it and we were going to write “Not at this address” on it and send it back. I was going to send this letter, along with the payment to the address that the HOA letter came from. Would this be acceptable?
