Strongly disagree. T_D was routinely getting 20k+ upvotes on multiple posts a day before they suddenly changed the algorithm. It isn't just a "not on the front page" function. Every single post on T_D is downvoted at a 50% rate. Every. Single. One. Not just popular stuff that might make it to r/all so others can see, no. Everything. Including posts that not even the most hardcore leftist would downvote. There are veteran donation posts that get downvoted 50%. No one is actually downvoting that; it's not even getting to the point where other users can even see it, which is true for almost all T_D posts that get downvoted at the 50% rate. Libs aren't actually evil and downvoting Veteran donation posts. It's the system making sure T_D doesn't get any traction.
