Murder is murder to me, plain and simple. There is not, and never will be, a scenario in my head where I believe outright murder is justified. We start being okay with one thing, it opens the floodgates for everything else. It’s a slippery slope.

As for your second question, like anything, people will glorify it depending on their beliefs. Is this hypothetical person just targeting drug dealers? Some people would be okay with that. Are they targeting the drug users? People would be okay with that too. 8 billion people on the planet, there’s always going to be someone who aligns with whatever view another person has. No matter how crazy. Do I believe it would hit mainstream media and be a big thing? For about a week until the next news cycle. Then it would just be discussed in places like this.
