Yes, this is much worse than Columbine in terms of police response because at least Columbine was an unprecedented situation at the time so failings, while they should still be acknowledged and accounted for, are still more understandable than in a situation where this has happened so many times before, the shooter's plan of action is more clearly understood, there's specific training on how to deal with it, they have the privilege of hindsight from the number of times this has happened and lessons should have been learned.

There's absolutely no excuse for lack of preparation anymore. There's no 'we weren't expecting it, we didn't know what would happen, we didn't know what he was going to do etc' excuses anymore.
