I don't know what you mean, it very clearly works, because in every homeless infested city, there are neighborhoods that are significantly cleaner and have far less homeless people.

One: It takes time for this process to play out.

Two: Most cities just take the shithead approach of pushing all the homeless people into the poorest neighborhoods. (And no, even if you don't give a shit about the poor, this still makes the problem worse.)

Pushing homeless people out of my neighborhood does not make it shittier..
